hg-ssh: add --exclude command line option

Hi,

recently I had a need to allow access to all repositories in a
directory except a few. I'm using hg-ssh to give users access
using single UNIX account. Since the number of other repositories
is big and increasing, I decided to teach hg-ssh a new option
`--exclude /path/to/excluded/repo` to deny access to some.

In case some finds that useful - see patches attached. If you think
it might be useful generally, feel free to integrate.

Any feedback would be appreciated. Thanks!

The patches you're sending in should be sent according to the guidelines for contributing to mercurial, see:


As is, these patches will not be applied until you send in patches following the contribution guidelines.

Yeah, we usually do in-mail quoting for reviewing patches and since
you're this far, it should be as easy as 'hg email ...'.
